Among the other new measures taking effect in Minnesota today – an increase in the fee for a birth certificate. The state is adding a $10 non-refundable surcharge to each certified birth record.

Local or state officials who collect the money will send it to the state’s general fund, which is facing a projected deficit in the billions of dollars beginning in July 2011.

The surcharge was part of a budget deal between Republican Governor Tim Pawlenty and the Democrat-controlled Legislature. It was passed during a brief special session in May.
