A study shows Minnesota had the highest voter turnout in the 2008 presidential election. A study by the Corporation for National and Community Service and the National Conference on Citizenship finds that Minnesota ranked first among states with 73.4 percent. Wisconsin ranked fourth with 69.2 percent.
