More Minnesotans than ever appear to be heeding the call to buckle up. A new survey by the Minnesota Department of Public Safety shows daytime seatbelt compliance at an all-time high of 92-percent. Officials say the compliance rate has been above 90-percent ever since the primary seatbelt law went into effect last year…a big increase over the 73-percent usage rate a decade ago. Public Safety officials say the goal now is to increase compliance during the nighttime hours. Statistics show more than 60-percent of motorists killed overnight each year are not belted.
