Deck Of Cards Determines Election Winner

OSHKOSH, Wis. (AP) -- A seat on the Oshkosh City Council came down to a deck of cards and the luck of the draw.

The tally of votes from the April 5 election gave Tom Pech, Jr., a 14-vote lead over Jef Hall. The loser requested a recount, after which the candidates were tied at 5,490 votes each.

By state law, when election is tied, the winner is chosen by lot. The two candidates agreed on a draw of cards. Pech drew the queen of spades Wednesday and a two-year term on the council. WLUK-TV says Hall drew the three of spades.
