All I have to say is put him in open population in jail. We won’t have to worry about paying for him to do anything for long

I think the way to square the circle of excessive leniency and excessive punishment is this: anyone convicted of a heinous felony like this should be sent to prison for life. And in his prison cell he should get all the free cocaine and crystal meth and heroin he wants. Then it’s up to him whether he chooses to live a long life, or to live a very short one.
