Grand Jury Clears Trooper Who Shot, Killed Motorist

MINNEAPOLIS (WCCO) — A grand jury cleared a Minnesota State Trooper from any charges after he shot and killed a woman back in September 2011.

Trooper David Kalinoff shot 48-year-old Debra Doree of Landfall, Minn. on Interstate 94 near Oakdale, Minn.

It started as a routine traffic stop, until Doree jumped back into her car and hit the gas.

Kalinoff reached into the car to try and remove the keys, but wasn’t fast enough.

He was dragged 200 feet before he opened fire. Doree died.

The grand jury ruled Kalinoff was forced to shoot to save himself from death or great bodily harm.

Kalinoff, a 12-year veteran of the Minnesota State Patrol, was put on paid administrative leave during the time, which is standard procedure.

        Really? Troopers are the same as the rest of us…except they only deal with traffic related stuff. We deal with that and so much more. This “dumb cop” has to know the law and how to apply it. This “dumb cop” has to keep up with all the changes in case law, which in turn changes the way I do my job. This “dumb cop” sometimes has to be your friend, social worker, or clergy…even if we don’t agree with you. When others run away in fear, we are headed the other way, risking our lives to save someone else. Well, ask Jason Anderson, who are you gonna call for help if some random thug breaks down your door? Who are you gonna call for help if you are injured in a crash. Who are you gonna call for help if a loved one is abducted? Oh…that’s right, me. So many like to hate the cops till they need one…

When the neighborhood thugs stole my brothers bike the cops said even though we knew who and where it was, they couldn’t go get the bike so we hired some thugs to steal it back, that was the 70s now 30 years later I recieved a 3 year old foster child with a traumatic brain injury she was beat for 4 months by the Aunt and Uncle whos brother is a cop! of course there is no doubt from drs and child protection that they beat this child but no charges! Family friend judge gives them back their 2 year old child in less than a week! even though child protection and G.A.L. advise strongly against it! so no I would never call the cops for help. the whole system is a joke.

            And your boo hoo story….there is ALWAYS more to the story, if true, than what people like you tell to “enhance” your argument. So please dont bother 911 with your whining, leave it open for someone who actually needs it and gives it at least a little respect.               Go ahead call Carlton County and ask about the 3 year old girl that was beaten for 4 months and how the people who did this still have a normal life and this child that strugles everyday and costs tax payers hundreds of thousands dollars in medical care doctors and therapists 3 times a week, paralized on right side, can’t walk or talk, tell her father, who reported the abuse over and over and could do nothing leagally to save his child!. yes the cops don’t have time to help everyone when there are women to kill.     This had nothing to do with whether she was going to get a ticket or not. This woman was obviously not right, mentally, and made a choice to go back into the car for whatever reason. Was she going for a gun? A knife? Who knows.

    And by chasing her, how many others do you risk getting hurt or injured in the process there?

    If you think the job is so easy, you try it/do it. You seem to have all the answers as a professional Arm Chair Quarterback.

            Obviously you have had a few negative contacts with L.E. to be objective and intelligent about this and perhaps other L.E. issues.

            They run plates to get info on the car ITSELF…who its registered to, stolen, not stolen, make, model, etc etc. The D.L. provides info on the driver, again, thats IF a driver has one to produce to begin with.

            ya, thats all cops do…sit in a squad and wait for someone to shoot…go with that thought process.

            Running the plates doesn’t reveal SQUAT about who is behind the wheel. The car could be stolen, “borrowed”, heck, whatever. The car is not the suspect, the DRIVER IS.

                Well, if the cops had ‘inside info’, then I gues they had PROBABLE CAUSE to pull her over, and if she had cooperated with the Trooper, she wouldn’t be fertilizing the grass right now, would she? On the other hand, if this was a planned take down, don’t you think that there would have been more than ONE cop taking her down? That sounds rather strange. Either way, I don’t fault the Trooper. Maybe someone thought that a single trooper could take her down without incident — in any case, the Trooper wasn’t in a position to make the final call. Find the person who did.

        Doesn’t matter whether she had drugs in her system or not. What matters is that she was running DOPE and tried to flee from a legitimate traffic stop, which is a FELONY. If her ONLY offense was a burned out taillight or running a red light, why would such a person risk much more by running, unless there was a load of DOPE in the car that she didn’t want the Trooper to find? She was a member of a group that was running a serious amount of DOPE, and there were several other arrests after this incident, including her husband. The Trooper did his job very well, and should be commended. He wasn’t breaking the law, SHE WAS. She escalated the situation when she jumped back into her car and tried to flee, the Trooper responded in an appropriate manner, knowing that there was a reason to believe that something far more serious was involved, and he was right. Don’t deal DOPE, and you won’t find yourself in such a deadly situation.

      Cops arent “trained” to jump through a moving vehicle to grab keys…its instincts. If he doesnt do that, he has to begin a chase that will put innocent peeps in harms way. So he has two choices to make in less than a 10th of a second. He chose to put his life on the line rather than needlessly risking mine or yours that might have been driving on the HWY at that time.

For all of the people who criticize cops for doing their jobs dealing with irrational people is not easy and all of the training in the world can not prepare an officer for what could happen at any moment on the job.       She was pulled over for a traffic violation – not drugs. If she were law abiding herself, she had nothing to worry about.

      The weapon was the vehicle she chose to jump back in and drive. Obviously not in the right frame of mind, correct? Would you want some irrational and illogical driver sharing the road with you?Thats what he was trying to stop.

      She had more than half the length of a football field to comply with his commands to stop the vehicle while being dragged down the highway, covered in road rashes. I’d say thats an attempt on ones life, in this case the Trooper’s.

        if youre tired of “hearing” about it…change the channel….read something else – the headlines told you what the story was about, move on to the next article. Heck, move to Mogadishu where there is no law….plenty of people getting killed, maimed and beaten though with NO help in sight AT ALL and most with their own weapons that are turned against them from the thugs that stole it from them in the first place.

The Trooper had an OBLIGATION to do whatever was necessary once she jumped back into her car and tried to flee. It was SHE who made the wrong decision, not the Trooper. The trooper had no time to ‘thnk about it’, he only knew that something far more serious than an equipment or driving violation was involved, and his experience and instincts proved TRUE. Too many people here are trying to paint this Trooper as a “thug”, an “executioner”, etc., and don’t have a CLUE as to what it takes to even become a Trooper. The training, the experience, the background checks, interviews, etc. It takes a lot more than you might think to become a State Trooper. If you think I’m wrong, go ahead and APPLY, if you think that you can do a BETTER JOB.

              Like I said in my comment that hasn’t been posted, The topic I posted at my blog was discussed over several weeks.Participants of my blog were posting updated news stories from different sources and the account of what happened seemed be changing or evolving as the days went by. Local media claimed to be getting these reports from the state patrol.

              Like here, friends or family of Mrs. Doree stumbled upon my blog and commented. I have posted many crime stories over the years and through the wonder of the Internet people who are close to the stories find their way to my blog. From reading here I can see someone professes to be Mrs. Dorees friend. I sympathise with your loss it was senseless.

              I said at my blog that once Trooper Dave committed himself to diving into that car and it sped off at that point he really had very few choices. Unfortunately killing Mrs. Doree was one of them. Trooper Dave should not have endangered himself in this manner that led to the reckless shooting of Mrs. Doree. He is suppose to be a trained professional in control.. This incident went way out of control leading to Mrs. Doree’s death.

              It doesn’t take months to determine Trooper Dave should not have taken the action he took. He could have avoided the situation. FACT- Trooper Dave knew there was dope in the car. When police are ready to do a bust after an investigation they seek out the weakest link to frighten this person into being an informant. Debra Doree with no criminal record was that weak link. Things went terribly wrong.

              Like I said in my comment that hasn’t been posted, The topic I posted at my blog was discussed over several weeks.Participants of my blog were posting updated news stories from different sources and the account of what happened seemed be changing or evolving as the days went by. Local media claimed to be getting these reports from the state patrol.

              Like here, friends or family of Mrs. Doree stumbled upon my blog and commented. I have posted many crime stories over the years and through the wonder of the Internet people who are close to the stories find their way to my blog. From reading here I can see someone professes to be Mrs. Dorees friend. I sympathise with your loss it was senseless.

              I said at my blog that once Trooper Dave committed himself to diving into that car and it sped off at that point he really had very few choices. Unfortunately killing Mrs. Doree was one of them. Trooper Dave should not have endangered himself in this manner that led to the reckless shooting of Mrs. Doree. He is suppose to be a trained professional in control.. This incident went way out of control leading to Mrs. Doree’s death.

              It doesn’t take months to determine Trooper Dave should not have taken the action he took. He could have avoided the situation. FACT- Trooper Dave knew there was dope in the car. When police are ready to do a bust after an investigation they seek out the weakest link to frighten this person into being an informant. Debra Doree with no criminal record was that weak link. Things went terribly wrong.

I am a volunteer mediator for neighborhood dispute resolutions. It is dangerous work. I volunteer my time and money to help low income folks repair and maintain their homes. I address civil rights violations. I am the guy you call when the cops thought you were to mouthy with them and they smashed your face into the ground for being lippy.                 It really doesnt matter what peoples names are in a world of anonimity that is the internet, does it?

                Anyways, if youre all that then you should know better. Ever taken a “Citizens Academy” in your community? Theres your chance to ask cops why they do what they do when they do it. You say you have frequent contact with cops, another chance to get your questions answered.

                Things went terribly wrong because thats the road this person chose to take – the responsibility is squarely on her. No one else. Put the blame where it belongs, she is NOT the victim. It doesnt matter that she was into the drugs or was a weak link in the chain of dopers – what matters is that she made wrong choices that lead to her death. JUSTIFIED.

                If Trooper Dave doesnt jump into the car to try and take the keys away but instead get into his squad and starts a chase with this person – she slams her car into a mini-van full of kids going to a hockey practice – kills them all…..but yet SHE survives. You hear it in drunk driving cases all of the time. Then, taxpayers are left footing the bill for her cycle through the judicial system and subsequent 3 hots and a cot in Stillwater for the next 20 yrs.

                I know plenty of cops that would have done the same thing. You need some education on police tactics that is available to the public. That way, you perhaps may come to an undetstanding and therefore be more suited to make educated comments on the hows and whys of law enforcement and look at things more objectively from both sides rather than just the “victims” side you say you come in contact with.

    So, BOB, you had ALL of the FACTS the day after the shooting, yet the state and a grand jury took MONTHS to look at it, and you think that you knew more in a day than a well-established, bonefied, certified system that cleared a state Trooper, and you still feel that you have anything of a case to p1$$ and moan about it here? REALLY? What do you know that the rest of us don’t?? C’mon, be the whistleblower, be a hero, tell us all, RIGHT HERE, what you know that the rest of us don’t. Please tell us…..
