MINNEAPOLIS (WCCO) – A 21-year-old Roseville man is accused of breaking into the Wisconsin State Capitol and breaking windows in the building on Sunday, according to charges filed Wednesday in Dane County Court.

Andrew Bishop was charged with felony criminal damage to property and unlawful entry onto a building in connection with the incident.

According to court documents, Bishop scaled the outside of the Capitol building in Madison, Wis., on Sunday and smashed a window on the fifth floor to gain entry. He then apparently grabbed a fire extinguisher and threw it threw another window.

Authorities say they found Bishop passed out on a dome outside one of the windows.

Bishop is being held in the Dane County Jail with a court appearance scheduled for Oct. 18.
