Hwy 3 In Rice, Dakota County Re-Opened

MINNEAPOLIS (WCCO) -- After downed power lines closed Highway 3 at the Rice and Dakota County line for much of Wednesday, the road has re-opened as of 9 p.m. the Minnesota Department of Transportation said.
