Violence rocked the typically serene but hopping section of Selby Avenue in St. Paul.

"Half the St. Paul police force pulled up all at one time they had officers full riot gear. They had their assault rifles out rush in there with their guns drawn," Eugene Liberman, GM at Moscow on the Hill, said.

Police quickly located a victim in a law practice above W A Frost.

"Arriving officers found the victim suffering from apparent gunshot wound on the second floor office space," Sgt. Mike Ernster said.

And they began their search for a suspect. The entire Dacotah Building was evacuated as a precaution. People in nearby restaurants clamored to the windows wondering what could have brought so many officers to area.

"A lot of people have been really interested and curious to what was going on and curious if we were safe to be in this neighborhood," Beth Bowman said.

Police tell WCCO, while the killer is still on the run, the public is not in danger.

"This was an isolated non-random incident," Ernster said.

Still, the crime has left people with more questions than answers.

"Why? In this neighborhood, like what happened period," Adryienn Walker said.

Anyone with information on this case is urged to call police at 651-266-5650.
