Police: Man Dead In St. Paul Officer-Involved Shooting

MINNEAPOLIS (WCCO) – The Minnesota Bureau of Criminal Apprehension is investigating an officer-involved shooting on St. Paul's east side early Wednesday morning.

According to police, officers were dispatched at 2:20 a.m. to the 700 block of East 6th Street in the Dayton's Bluff neighborhood on the report of a domestic situation involving physical violence.

"When officers arrived, they encountered an adult male in the street, near the intersection of East 7th and Sinnen Street. At some point, shots were fired and the male was struck," the St. Paul Police Department's Steve Linders said.

Responding St. Paul Fire Medics pronounced the man dead at the scene.

Later Wednesday afternoon, the local NAACP chapter and the African American Leadership Council said St. Paul Police notified of them shooting Wednesday morning and told them an African American man was shot and killed. They did not share any additional information on the victim.

The groups' leaders said they want more information from the investigation, and will follow the case closely to make sure justice is served.

The Ramsey County Medical Examiner later identified the man as 29-year-old Cordale Quinn Handy, of Waukegan, Illinois.

"No one at the Saint Paul Police Department takes pleasure in having to use deadly force. Officers do not choose situations such as the one that occurred this morning, the situations choose the officers," St. Paul Police Chief Todd Axtell said. "Sadly, a man lost his life, a family is missing a loved one, and the lives of the officers were forever changed."

Three officers were on scene during the incident -- none were injured.

Pastor Dan Voigt was fast asleep when his son woke him up and said he heard gun shots outside his window.

"He said, 'Did you hear that loud noise? It was kind of scary.' I looked out the window and 20 to 30 police officers were there," Voigt said.

As the leader of a small parochial school, Voigt is now left wondering how he will explain all of this to his students, who attend class just blocks away from the shooting scene.

"I think the important thing is knowing what it is, knowing that it's not a dangerous situation right now," Voigt said.

The Minnesota BCA is taking the lead in the investigation and will be releasing more information about the incident, as well as the identities of the officers involved.

Police have not confirmed if Hardy had a weapon or not.
