University of Minnesota Police nabbed a bike thief with the help of a GPS-enabled bait bicycle, and it was not the first time they arrested the man. The theft happened last Thursday near Como Avenue Southeast and 27th Avenue Southeast. Footage shows the thief approach the bike, look around and then quickly cut the lock.
