The Minnesota woman charged with keeping more than 130 dogs in deplorable conditions is still allowed to raise and sell pets. Earlier this week, Deborah Rowell pleaded guilty to mistreating dogs at her kennel in Pine River.
Authorities said a dog breeder near Fargo could face neglect charges after a veterinary clinic seized more than 170 dogs that were in kennels filled with waste. The Casselton Veterinary Clinic seized the dogs from a Wheatland, North Dakota, breeder.
