Fifty-four-year-old Jayne Cote is charged with four gross misdemeanor counts of neglect or endangerment of a child. Clay County Attorney Brian Melton says when police performed a welfare check at the day care on Oct. 2, Cote's blood-alcohol level was 0.18 percent. That's more than twice Minnesota's legal limit for driving of 0.08 percent.
