Criminal charges have been dropped against the former principal and assistant principal of a St. Paul school who were accused of failing to report a custodian’s alleged sexual misconduct against a student.
The Dakota County attorney’s office is looking into whether St. Paul school district staffers broke the law by not reporting allegations against a custodian now charged with sexual misconduct.
A former custodian at a St. Paul school is facing more accusations of inappropriate behavior with students. Walter Happel, 62, was charged on March 20 after police said he was caught peeking at an 11-year-old boy in a bathroom at Linwood Monroe Arts Plus School.
A longtime school janitor has been charged with peeping at an 11-year-old student while he was in a bathroom stall, and the criminal complaint alleges a number of similar past incidents. Walter Johann Happel, 62, of Newport, Minn., was working as a janitor at Linwood Monroe Arts Plus School.
