Brooklyn Park Man Charged In Break-In, Shooting In Blaine

MINNEAPOLIS (WCCO) – A Brooklyn Park man has been charged in connection with a police-involved shooting that occurred in Blaine last week.

Lamar Allen Sullivan-Armstrong, 29, appeared in court Monday after allegedly breaking into a home in Blaine.

According to the criminal complaint, around 3:45 a.m. on Jan. 22 a woman was driving through a Blaine neighborhood to pick up her mother when Sullivan-Armstrong ran into her car, breaking the driver's side window.

The complaint states Sullivan-Armstrong demanded the woman get out of the car and even tried to pull her out of the car through the window.

The woman struggled with him, honking her horn to bring attention to the situation.

A neighbor heard the commotion and came outside to see what was going on.

Sullivan-Armstrong let go of the woman, but followed the neighbor to their house where he kicked in the front door.

According to the criminal complaint, he then ran into the kitchen a grabbed a knife.

Reports state that he threatened the homeowner and began cutting himself.

When police arrived on the scene the homeowner was able to get outside to speak with them.

Police entered the home and encountered Sullivan-Armstrong, who raised a knife toward them.

The complaint states that the police told Sullivan-Armstrong to drop the knife. When he didn't, they shot him.

Sullivan-Armstrong was treated for the injury then released into the custody of the Anoka County Sheriff's Office.

Bail has been set at $1.5 million unconditionally or $1 million with conditions.
