State Of State Gives Dayton Chance To Crystalize Agenda

ST. PAUL, Minn. (AP) — Gov. Mark Dayton has laid out a two-year budget, a transportation plan, a general construction proposal and much more.

A primetime speech Thursday gives him a chance to put a finer point on his agenda and what he'll fight hardest for in the legislative session's final six weeks.

Dayton's State of the State address to a joint session of the Legislature is the fifth the Democrat has delivered since becoming governor. It comes as lawmakers begin making key decisions on what to do with a $1.9 billion surplus and about whether to come together to pass a large-scale transportation finance proposal.

Dayton said earlier this week that he expects the speech to run about 30 minutes.
