MINNEAPOLIS (WCCO) — Child protection reports show a history of abuse and neglect allegations in the case of Sophia O’Neill, the 2-year-old who was kicked and stomped to death last month in St. Paul.

In October of 2014, Sophia’s mom, Sunshine Smith, was arrested for DWI, and her daughter was with her at the time.
