The 21-month-old child, Rae’Ana Hall, has severe brain damage, broken ribs and a broken pelvic bone. Her mother says the toddler was hurt while in Collins’ care. He says the toddler was hurt while playing with his other daughter, but doctors say the injuries appear to be intentional.

In October, Collins was convicted of a felony drug charge for selling marijuana. He was sentenced to three years of probation.
