BURNSVILLE, Minn. (WCCO) — Dakota County investigators have charged a Burnsville couple with child neglect.

Court records say Andrew and Delilah Worcester locked their 7-year-old son in his room, leaving him in horrible conditions.

Officers went to the family’s townhome on McAndrews Road, and found the boy laying in his own waste, with a tarp on the floor of his bedroom, and sores on his body.

They say the boy is developmentally disabled and cannot speak.

Investigators reported the “smell of urine was so strong … they had to periodically exit the townhome for fresh air.”

They found “feces smeared on the floors, walls and window coverings.” Police also say the boy is morbidly obese and his diaper was full with urine and feces. They say the home was filthy with garbage and debris stacked throughout the residence.

The boy and his three other siblings, ages 11, 4, and 3, are in foster care.

The parents will appear in court for the gross misdemeanor charge next month.

    Sounds like another incidence of child protection failing to protect a child. That boy and his siblings should have been removed from the home a long time ago. In some of their case loads, child protection does what they are supposed to by removing children from abusive and negligent households. In other cases like this one the child falls through the cracks and in others decent parents are falsely accused of child abuse, whereby child protection never apologizes to the parents. I am glad that this child and his siblings are finally out of that home, although it should have happened a lot sooner.

      How is child protective service (CPS) supposed to protect these vulnerable children if the are unaware of the abuse that is going on. Are we to send CPS to every home with children unannounced? Are we not clamoring for the government to stop interfering in the way we live our lives. I’m not saying that these parents had the right to do what they did to those kids. I’m just as upset over this issue and the lack of reporting by those close to this family the conditions the children were living in. There should be some penalty to have these parents pay back the state for taking them and placing them in a foster home where they will receive the care and they truly need to recover and move on from there parents. It is a shame that we have parents who believe that they can do this to their child without consequences for their in action or action in the treatment of this child.

        Are you kidding? Child Protective Services did know there was something going on…..they closed the file because the mother didn’t show up for a meeting when she was supposed to (information provided in another news source yesterday). It is the responsibility of CPS to protect these children – to close a file because the person didn’t show up……..seriously?

    I went to HS with Delilah and I find it ironic that she is posting “feel bad for me” posts on FB. She also has “unlinked” her marriage to her husband? I myself had no idea this was going on.

    There is probably a lot more to this story than what is being reported. People don’t understand what it is like to have a special needs child until they deal with it. Seems like this went a little to far and maybe was not being cleaned up like it was supposed to, but we don’t know the whole story!!! It may have just been a very bad week? I know first hand that the so called system that is supposed to protect children makes mistakes and takes children out of their home with loving parents and then children that should be removed, they leave them there!!! If this system worked, my sister would still be here with us today!

      ARE YOU KIDDING ME, I don’t have a special needs child but I have children and have worked in the past with kids who have special needs… is it hard I am sure is that an excuse to not take care of them or to lock them in the bedroom like they are nothing. The knew either before this child was born or sometime after that this child would need special help but they did nothing they didn’t give him up, they didn’t try to educate themselves on how to take care of this child. How can you say that things went a little too far sounds like they went a lot too far people need to stop making excuses for this so called parents and treat them like the pigs they are! I have a friend who has a very special needs child and her and her husband go to the ends of the earth to make her as comfortable and feel as normal as they possibly can. do they get tired and is it hard for them for sure but they love her more than to just leave her like she was garbage.

    You just picked the wrong county to run in trouble like that. That district attorney Jim Backstrom is one harsh “NoNonsense” individual in that county, he will see that you will sit in jail for those crimes against children or the disabled. Better hope no inmate hears about your crimes if you ever serve time for this, they really dislike people like you all because I have witnessed some inmates and former inmates express violent temperaments when they hear about crimes just like this!

    I do not understand why this isn’t a felony with very severe consequences. Good grief – this is about the worst kind of child abuse imaginable, short of rape. These parents – correction – these birth units – need to be put away for the longest possible time, and that means if they come out of prison on a mortuary cot, so be it.

    another news station showed the picture of the mother and not the father, why? and here no pictures. get their mug shots out there and put license plates on their cars showing they are child neglecters. it just shows the heartlessness they have and should never be allowed to have those children back. supervised visits if you must but never again. they adopt dogs and cats out due to cruelty isnt this the same thing. i am sorry, but i have no sympathy for the idiots who breed and cannot manage their carelessness in birth control.

    I happen to know these parents and the TRUE story of what is going on. They are the best parents that they can be. Their son has multiple medical issues both mental and physical. Most of the information that has been posted all around news and newpaper sites are ALLEGATIONS…NOT yet proven to be true facts. It pains me to read these disgusting comments. It shows how clueless society really is and how they will believe anything that is put in writing. Shame on all of you!

      If you knew the parents and the TRUE story the you would know that the allegations are in fact TRUTH. While the comments are blunt it shows what people think of parents that are horrible enough to LOCK their 7 yr old in a bedroom 90% of the time. Shame on you for trying to defend them!!!!!

Also, I know enough that you have not known this family for two years, maybe the two months that they so graciously let you stay with them since you were “homeless.” Then you had the nerve to STEAL their children’s brand new christmas gifts! Now who knows who? Maybe you should take all of your “extra” time on your hands and set forth that energy into finding a job and a place of your own to live and stop using people and intentionally causing drama and hardship on others because you have nothing better to do with your life. BACK OFF WENCH!!!

      They would not take these children out of the home unless they had enough evidence to prove they were abused and neglected. They DO NOT go taking children out of their homes because of some silly allegations or because they are bored.
      So no matter what you may “say” or “think” there has to be some truth to this story and that in itself is sad.
      Remember the “parents” in this story are not the victims, the children affected are.

    There are so many people in this world that would give anything to have a child and are unable to. They spend thousands of dollars trying to conceive a child and some never are able to.
    Then you have other people like these people who have children and don’t take care of them and abuse and neglect them. This story is so sad, but it happens all the time.
    I pray for the children that they will get the love and care that they desperately need. I also pray for the parents that they get the help they need, because there is no way you could do this to your child without being sick yourself.

    So you can get a felony for stealing something that has a value over a certain amount. However child endangerment is only a gross misdemeanor? Something is really wrong in the system.

    I worked with this woman for a short while and I always had a strange feeling to her, now I know why! This does not surprise me for a moment as she frequently complained about all the “troubles” her children and husband were causing her. This would also explain her lack or cleanliness and the distinct odor.

      I also worked with her at the same time and she would always complain about family life. she never kept her work area clean and she looked like something was bothering her and she was waiting for the right moment to take care of it.
