ST. PAUL (WCCO) — A St. Paul man is charged with attempting to sexually assault a woman in an alley.

According to the criminal complaint, the victim was walking along the 300 block of Sherburne Avenue in St. Paul early Monday morning when she came upon a man locking a bike up to a fence.

The man said something to her, but she didn’t hear what.

With a few minutes, the man had snuck up on her and grabbed her from behind. He had her in a chokehold, the criminal complaint says.

The victim told police she fought back and hit her attacker in the face with a rock. At that point he stopped and walked away.

The victim noticed her attacker had dropped his wallet and keys, and presented them to police. As a result, they apprehended 29-year-old Cha Yang at a nearby mission.

He told police he didn’t have his wallet with him because he had left it at a friend’s house the previous night.

He is now charged with second-degree attempted criminal sexual assault and kidnapping. Both are felony offenses.

    This man should be killed. There is no excuse that is valid for this behavior, and he will clearly seek out another victim whenever he has that opportunity. Why do we, as a society, think it’s ok for him to do this? He won’t be forced to surrender his life for his crime, so we are therefore condoning this violence against women. What a sick state this is.
