Man, 19, Sentenced In Lake Elmo Fatal Shooting, Robbery

STILLWATER (WCCO) -- A 19-year-old man has been sentenced to nearly 3 years in prison in connection to a Lake Elmo fatal shooting and robbery.

Keng Thao was sentenced for first-degree aiding and abetting aggravated robbery. He was sentenced to 48 months in prison, but was given credit for 437 days already served. His second-degree murder charge was dismissed.

In August, Thao's accomplice, 20-year-old Dao Xiong of Oakdale was convicted of three counts of murder in Washington County court on in connection with the 2010 shooting death of Youa Lor.

According to a criminal complaint, Xiong told police he wanted to steal Lor's car and strip it of its parts. After test driving the car, he admitted to shooting Lor in the abdomen and killing him in a remote part of Lake Elmo. Xiong then fled the scene, leaving Lor to die.

Lor's body was found near the 8800 block of 55th Street North just days later. Tips led police to a residence in Oakdale, where authorities had enough evidence to arrest Xiong.

Xiong was sentenced to life in prison without parole.
