Top Lawmakers Strive For Session-Ending Bargain
ST. PAUL, Minn. (AP) -- Top Minnesota lawmakers are working to set the terms of a deal on tax cuts, new state spending and borrowing for construction that would enable them to end their session.
Democratic leaders of the House and Senate say they are closing in on a framework. On Thursday, leaders said they would commit $293 million to spending on programs, with specific details yet to be worked out.
Lawmakers are trying to determine how much of a state surplus to devote to tax breaks, possibly for homeowners and farmers. They are also weighing raises for long-term care attendants, money to fortify prison staffing and allowances for broadband access in rural areas.
The construction projects list, known as the bonding bill, is the biggest unknown. That measure is the only one requiring a supermajority for passage.
