St. Paul Kidnapping Charges Dropped After Victim Is Uncooperative

ST. PAUL, Minn. (AP) — Prosecutors in St. Paul are dropping kidnapping and sexual assault charges against a man accused of chaining up a teen in his basement for days because the alleged victim doesn't want to cooperate with them.

Wilbert Grover, 56, was charged in November after a 19-year-old man stumbled to a neighboring home in St. Paul's North End and asked for help.

The man was bloody and was wearing manacles. He said he'd been kidnapped and kept in a basement by an unseen attacker who sexually assaulted him.

Police found the house and arrested Glover there. He was set to stand trial in June but prosecutors said the victim had grown uncooperative and new information suggests he and Glover had an existing relationship.
