The Minnesota State Patrol says a state trooper plucked a woman from her car after rapidly rising water flooded Interstate 90 and stranded her car in the southwest corner of the state near the South Dakota border. Sweet Grass County Sheriff Don Tonrud says 45-year-old David Welk of St. Cloud was arrested Thursday night just outside of Grundy Center, Iowa. He appeared in court Friday morning and waived extradition to Montana. Tonrud says the Montana Highway Patrol will transport Welk back to Montana.
