It’s the third lawsuit involving the former scoutmaster, Richard Hokanson, since Minnesota temporarily lifted its statute of limitations for sexual abuse cases. Two people were killed in a car crash in Dakota County Saturday afternoon. According to the State Patrol, 21-year-old Lui Thein was driving southbound on Hwy 52, just north of Cannon Falls. When turning eastbound onto 280th Street, Thein didn’t yield to northbound traffic and was broadsided 23-year-old Christina Chen of Rochester.
