MINNEAPOLIS (WCCO) — The Minnesota State Patrol is investigating how a man was killed near the Riverside Avenue on-ramp to westbound Interstate 94.

Lt. Eric Roeske said 19-year-old Jason Stevens was found injured on the road around 12:18 a.m Wednesday.

They believe Stevens was struck by a vehicle, but they aren’t sure if he was trying to cross the highway or was lying in the road.

He was brought to the Hennepin County Medical Center for life-threatening injuries, but later died.

Jeff Milton, a witness who lives nearby said he heard a pop and then saw a car slowly drive away.

“The guy was laying there. It was a head injury … it was a young guy and that’s always scary. I thought maybe it was a motorcycle accident or something like that. He had a backpack … so I don’t know maybe trying to cross the highway, maybe just on the highway or whatever,” said Milton.

The state patrol is investigating.

Stevens is from Rochester, Minn. He is listed as a pedestrian in the state patrol’s incident report.

    Have you seen the intersection its dark and under construction. There is no place a pedestrian should be near.

    Get the road work done or put some lights up. Seriously.

      @Sam I am-“There is no place a pedestrian should be near.” Yeah no kidding. That’s why it’s illegal for foot traffic and bicycle traffic to be on freeways or ramps. If you go a step further and watch the video, it was just fire trucks that were parked on the ramp. This most likely happened on the freeway. Oops.

      It would be pretty easy for a pedestrian to mistake that particular on ramp for a calm little surface street. It’s an odd set up, and fairly confusing.

        Yeah sure…if the pedestrian has their head up their arse. You’d have to walk right by the big black and white sign that says “No non-motorized vehicles, no pedestrains, no non-emergency stops.”

    On and off ramps are not safe for walkers, bikes, or people. These cars are going 65 and 70 miles per hour. they are certainly not expect to see a pedestrian. I also agree that those places are also dark visibility is down 50% on on and off ramps.

    If the man needed help he may have been heading toward a phone. There should be much better lighting and possibly a public phone availible.

      What? Yeah great idea. Why don’t we just put a free public phonebooth every 200 feet or so. That way, anybody who’s in distress for any reason can call police. Oh and the reason on and off ramps are unsafe for walkers, bikes, and people is because they were engineered for VEHICLE TRAFFIC. That said, the state lawmakers saw fit to make it illegal for pedestrians and non-motorized traffic to even be on ramps and freeways.

      “Possibly a public phone available” Perhaps with the Obama spend our was to prosperity plan we could purchase phones and minute plans for every citizen.

    …..i submit that we install a public phone every 100 feet and that we employ a speaker at a podium 24 hours a day at every freeway ramp to warn idiots that cars are bigger than bikes and that bikes and pedestrians should not be on freeway ramps……oh wait a minute, there already IS a sign at the entrance to every freeway ramp……nevermind.

      Don’t be ridiculous. The whole outcry over the Amy Senser thing is the fact that it took her 9 days before she admitted she hit this guy, and she has yet to tell the family and police what actually happened, and probably never will (perhaps she was drunk?). This is not a racial thing. Nobody even knows who hit this poor kid or what exactly happened yet.
